What it is
The General Secretariat of the Government of Montenegro is the central administrative and professional body supporting the Prime Minister and the Cabinet in executing executive functions. Its mandate encompasses organizing Cabinet sessions, coordinating strategic public policy planning, monitoring EU accession compliance, and managing governmental public communications. Although government secretariat services have functioned in Montenegro across various constitutional phases since the 1990s, the modern institution was formally structured under its dedicated government decree in 2009 following national independence.
