What it is
The State Emergency Service of Ukraine (DSNS) is the central executive agency responsible for civil defense, firefighting, disaster management, and search-and-rescue operations across Ukraine, operating under the Ministry of Internal Affairs. Its mandate encompasses responding to natural and man-made disasters, conducting widespread humanitarian demining, and protecting the civilian population during emergencies. Created in December 2012 through the reorganization of the former Ministry of Emergency Situations, the service has gained immense international recognition since 2022 as first responders to wartime missile strikes, shelling, and structural collapses across Ukrainian cities.
