What it is
The Council of Ministers of the Republic of Belarus is the central executive and administrative organ of state power in Belarus. Headed by the Prime Minister, it is responsible for formulating and implementing national domestic and foreign policies, administering the state budget, and overseeing subordinate ministries. It originally succeeded the Soviet-era Council of Ministers of the Byelorussian SSR following independence in 1991 and was formally established in its modern constitutional framework in 1994. Under the 1994 Constitution and subsequent reforms, the council became primarily subordinate and accountable to the President of Belarus.
