What it is
The Agency for Commercial Activity (Agencija za komercijalnu djelatnost – AKD) is a Croatian state-owned enterprise of special strategic interest. It is tasked with the development, manufacturing, and issuance of high-security personal documents—such as national identity cards, biometric passports, and driver's licenses—alongside digital identity and trust services. Founded in July 1991 during the dissolution of Yugoslavia, it was formed through the Ministry of the Interior's printing facilities and the assets of the former printing institute Ognjen Prica to secure the newly independent state's official document production.
