What it is

The Housing and Construction Authority of Iceland (Húsnæðis- og mannvirkjastofnun - HMS) is a specialized central government agency operating under the Ministry of Infrastructure. Its statutory mandate is to implement national housing policy, manage public housing loans and benefits, regulate building and construction safety standards, oversee fire protection, and administer national property market registries. Established on January 1, 2020, through Act No. 137/2019, the agency was formed by merging the historic Housing Financing Fund (Íbúðalánasjóður) and the Iceland Construction Authority (Mannvirkjastofnun) to consolidate housing affordability and construction oversight into a unified public administration.
