What it is
The Federation Council of the Russian Federation is the upper house of the Federal Assembly, representing the interests of the country's federal subjects at the national level. Its mandate includes examining and approving legislation passed by the State Duma, approving changes to internal borders, and consenting to the use of armed forces outside Russian territory. Established in 1993 following the adoption of the Russian Constitution, the chamber's composition transitioned over the years from directly elected officials to regional delegates appointed by local executive and legislative bodies.
