What it is
The Federal Council is the seven-member executive body that serves as the collective head of state and government of Switzerland. Operating under the principle of collegiality, it is responsible for directing the federal administration, proposing legislation, and executing federal laws. Established by the Swiss Federal Constitution of 1848, it has maintained its seven-seat composition ever since, with seats distributed among major political parties through the conventional "Magic Formula" power-sharing agreement introduced in 1959.
