What it is

The Council of Judges and Prosecutors (Hâkimler ve Savcılar Kurulu - HSK) is the self-governing constitutional body of the judiciary in Turkey, presided over by the Minister of Justice. Its constitutional mandate is to oversee the admission, appointment, transfer, promotion, and disciplinary dismissal of judges and public prosecutors in the administrative and judicial courts. First introduced under the 1961 Constitution as the High Council of Judges to ensure judicial independence, it was consolidated into a single unified council under the 1982 Constitution and significantly restructured following the 2017 constitutional referendum.
