What it is
The Ministerial Committee on Foreign and Security Policy (UTVA) is a statutory ministerial committee of the Finnish Government chaired by the Prime Minister. Its mandate is to prepare matters of key importance concerning Finland's foreign, security, and defense policies, and it routinely meets in joint sessions with the President of the Republic (known as TP-UTVA) to coordinate national external policy under Finland's dual-executive system. Formalized in its modern statutory structure under the 2000 Constitution of Finland, the committee played a central historical role in coordinating the landmark national security consensus leading to Finland's accession to NATO in 2023.
