What it is
The Civil Service Commission for Northern Ireland (Civil Service Commissioners for Northern Ireland) is an independent regulatory body tasked with upholding the merit principle and integrity within the Northern Ireland Civil Service (NICS). Its statutory mandate is to ensure all appointments to the NICS are made on merit through fair and open competition, as well as to hear appeals under the NICS Code of Ethics. Established following the creation of the devolved administration in 1921, the modern commission functions under the authority of the Civil Service Commissioners (Northern Ireland) Order 1999 to guarantee impartiality across a historically divided society.
