What it is
The Government Council (Conseil de gouvernement) is the executive cabinet of the Grand Duchy of Luxembourg, chaired by the Prime Minister and composed of all government ministers. It functions as a collegial body responsible for determining national policy, deliberating on draft laws and grand-ducal regulations, and coordinating state administration. Originally instituted by decree in 1846 and formalized under Luxembourg's liberal 1848 Constitution, its structure established ministerial responsibility and created the first modern ministry led by Gaspard-Théodore-Ignace de La Fontaine.
