What it is
The Institut Luxembourgeois de Régulation (ILR) is an independent public regulatory authority in Luxembourg. Its mandate is to ensure open, fair competition and safeguard universal access across liberalized infrastructure markets, including electronic communications, electricity, natural gas, postal services, railway transport, airport charges, and national cybersecurity oversight. It was established in 1997 as the Institut Luxembourgeois des Télécommunications (ILT) to oversee telecommunications liberalization before being renamed and expanded into a multisector regulator in 2000.
