What it is
The Presidency of the Council of Ministers is the central cabinet department of the Government of Portugal responsible for supporting the Prime Minister and coordinating cross-ministerial government policy. It provides administrative, legislative, and strategic backing to the Council of Ministers and ensures collective executive cohesion. Historically, the executive role dates back to the establishment of the President of the Council of Ministers in 1834 during the Constitutional Monarchy, while its modern bureaucratic superstructure expanded significantly in the mid-20th century before being democratically reconstituted under the 1976 Constitution.
