What it is

The Civil Service Commission for Northern Ireland (operating as the Civil Service Commissioners for Northern Ireland) is an independent regulatory body tasked with ensuring that appointments to the Northern Ireland Civil Service are made on merit through fair and open competition. Established in 1923 following the creation of Northern Ireland and its devolved administration under the Government of Ireland Act 1920, it also hears appeals under the Civil Service Code. Its modern statutory duties and oversight remit derive primarily from the Civil Service Commissioners (Northern Ireland) Order 1999.
