What it is
The Apalachicola Water and Sewer District is an independent special district responsible for managing, operating, and rehabilitating the public water and wastewater utility systems in Apalachicola, Florida. It was created by the Florida Legislature under House Bill 4103 and signed into law by Governor Ron DeSantis in 2026. The district stripped the City of Apalachicola of direct control over its municipal utility systems following prolonged infrastructure failures and water quality crises.
