What it is
The California Governor's Office of Emergency Services (Cal OES) is a cabinet-level state government department responsible for overseeing disaster preparedness, emergency response, recovery, and homeland security throughout California. Tracing its origins to the establishment of the State War Council in 1943 during World War II, the agency was formally designated as the Office of Emergency Services in 1970. In 2013, following a series of reorganizations that previously created the California Emergency Management Agency, it was officially re-established under the Governor's Office under its current name.
