What it is

The Congressional Office for International Leadership (COIL) is an independent legislative-branch agency of the United States government housed within the Library of Congress. Its mandate is to conduct professional exchange initiatives, notably the Open World program, connecting emerging global leaders with U.S. counterparts and members of Congress to promote democratic governance, civic transparency, and mutual understanding. Established by Congress in 1999 as the Center for Russian Leadership Development under the initiative of Librarian of Congress James H. Billington, it was later known as the Open World Leadership Center before receiving its current name in 2022.
