What it is
The Delaware Public Service Commission (PSC) is an independent regulatory agency of the State of Delaware, headquartered in Dover and operating under the Department of State. Its statutory mandate is to regulate investor-owned public utilities—including electric, natural gas, water, wastewater, and telecommunications services—to ensure consumers receive safe, reliable, and reasonably priced utility access while balancing the financial integrity of utility providers. Established by the Delaware General Assembly in 1949, the commission was created to replace piecemeal municipal oversight with unified statewide regulation, with its inaugural commissioners appointed that year by Governor Elbert N. Carvel.
