What it is
The Madison Office of the Independent Monitor (OIM) is an independent civilian municipal oversight agency serving the City of Madison, Wisconsin. Working in tandem with the Police Civilian Oversight Board (PCOB), its statutory mandate is to monitor police operations and investigations, review community complaints against the Madison Police Department, analyze systemic use-of-force policies, and recommend evidence-based reforms to ensure police accountability. Established by the Madison Common Council in September 2020 through municipal ordinance, the office was created following extensive community activism and the recommendations of a multi-year ad hoc police review committee aimed at establishing transparent civilian oversight in Wisconsin's capital.
