What it is
The Newport Beach City Council is the legislative and governing authority of the City of Newport Beach, a coastal charter city in Orange County, California. Composed of seven council members elected by district who rotate the mayoral office annually under a council-manager system, its mandate is to adopt local ordinances, set municipal tax and budget priorities, regulate coastal zoning, and supervise harbor management and public safety services. The governing body was originally founded on September 1, 1906, as a five-member Board of Trustees following the city's incorporation, before being restructured under state legislation into a modern City Council headed by a mayor in 1927.
