What it is
The Office of Personnel Management (OPM) is an independent agency of the United States federal government that serves as the chief human resources agency and personnel manager for the civil service. It is responsible for establishing government-wide employment policies, administering civil service retirement and health benefits, and upholding merit-based recruitment across executive branch agencies. Created under the Civil Service Reform Act of 1978, it formally began operations on January 1, 1979, replacing the historic Civil Service Commission originally established in 1883.
