What it is
The Office of the Indiana Public Access Counselor is an independent state agency dedicated to preserving transparency in Indiana government. Its mandate is to provide advice, guidance, and formal advisory opinions regarding Indiana's Access to Public Records Act and the Open Door Law to both citizens and public officials. The office was initially created by Governor Frank O'Bannon via executive order in 1998 following a joint media investigation into government secrecy, before being codified into permanent statute by the Indiana General Assembly in 1999.
