What it is

The Vermont Emergency Board is a statutory joint executive-legislative financial oversight body established under Title 32, Section 131 of the Vermont Statutes Annotated. Composed of the Governor and the chairs of the Senate and House committees on Appropriations and Ways and Means/Finance, its mandate is to make emergency appropriations when the legislature is not in session, approve insurance loss replacements, and formally adopt the official consensus state revenue forecasts that bind state budget creation. Created by the Vermont General Assembly in 1923 to handle unforeseen state expenditures, the board's constitutional authority to allocate emergency funds without full legislative reconvening was upheld by the Vermont Supreme Court in the landmark 1924 case Grout v. Gates.
